I'll start a new campaign soon where XP will be replaced with a goal-based advancement. I'm looking for variant rules to handle magic items creation and spells with XP components.
Check Volo's Guide to All Things Magical as a free download on Wizards.com. It details a variant item creation system for 2nd Edition. You could even use the old standard 2E item creation. In either case, Item Creation feats would probably just need to be abolished...

I remember a feat where you took the XP from a willing or non-willing living being and another one where you could break down other magical items to use their XP to make your own (I'm not sure if eithor were a WotC feat)

This system was introduced as a Web-enhancement for PHBII.
