There's very likely to be a "master" version [being a collection of hand-written or printed articles] in Ed's basement. But aside from the original articles included in POLYHEDRON, the updated entries in Power of Faerūn, and Ed's efforts to include the BK material [with further updates] online at WotC, I don't think we've ever had access to a "master" version of ALL the 'Border Kingdoms' articles. Which, for me, is a real shame, because it's one of my favorite regions of the Realms! 
I've compiled most of that into a convenient PDF-style document that works well under SageOS. I'm not sure whether it'll function as well under Windows and/or MacOS, depending upon your own home system. And given that the articles published online have yet to be finished, it would be difficult for WotC to compile them and include them all in a PDF for download. They'll likely wait until the series is finished.
I'll see about converting my version into something that can function under alternate OS. Then I'll get back to you.

It runs on a lot of hard work.
In fact, the only consistent thing about SageOS, the only thing you can completely rely on when it comes to SageOS... is that it'll always be full of errors!

Hopefully WotC are just holding back because they would rather SELL us the material in the new DI.
I expect to see much of what we've been waiting for cropping up in their new version of Dungeon/Dragon Magazines.
And since that is being kept under wraps, it could easily be tied into Ed's multiple NDA's.
I feel sorry for the guy - imagine being the man with an entire planet's worth of information swimming around in your head, and NOT being able to legally talk about it?
I'd be frustrated as all hell.

That's funny. I always thought it ran through the power of a mouse running round and round one of those little wheels! 
On a slightly related topic, have any of the other "Forgotten Realms" articles published on the main-site of WOTC ever been compiled into PDF format? "Elminster Speaks" was, if I remember correctly . . . I just don't recall any others.

The PDF for Elminster Speaks is pretty much it, in terms of compilations of FR articles at WotC.
Of course, I've [sorry, we've ] got our own compilations for all the others!
