In this new realmslore about the Watch, Ed says that "bad district" receive 5 patrols/bell, if I understand, it’s a patrol at each 12 minutes!

It seems to me a little bit unbelievable?

Umm, why does that seem unbelieveable, Skeptic?
Up here in Canada, Toronto holds a Exhibition at the end of every summer, and has done for years (over a century, at least). Police foot patrols through the grounds are now supposed to be every 5 minutes, according to the Toronto papers.
The last time I attended a convention in New York, I was NEVER out of sight of clusters of cops (patrols), all day long.

I don't have a problem with that. It simply means there's a lot of Watchmen on that particular beat.

Sorry for the above post.What I tried saying was that the frequency of the patrols seems a bit too much.Meaning that there would have to be quite a few patrols strolling around all the time.To be honest though.I really don't have a problem with it.

In Kentinal city (see pitiful geocities site if interested in learning more about the city, you have been warned) with a watch of a mere 1,000 I can mount a patrol that will be visable at all times on the main streets. A Watch patrol can travel from one side of the city to the other 3 times an hour if not more. It certainly is posible for patrols to be highly visable where the need appears to be indicated. Of corse there have been some sectors less patroled however Duke Thomas Kentinal fixef that by selling sword permits and limited lisense to kill, *wink*

Waterdeep for its wealth certainly also can mount a highly visable patrol in areas where problems are expected and deal with them quickly in order to continue the patrol scedual. There of course are factors of city design the more compact the less distance to travel, building high helps as well.

It is not hard to do if planing and the rule of law are solidly in place to take out problems with a small percentage of the population providing police service.

I planed on using a similar idea in my next campaign except its the Zhentarim introducing hundreds of thousands of fake coinage into Cormyr in order to destablise that nations economy. At some point the Zhents intend to announce that theyve done it, and how you can tell the difference. Which will create chaos as individuels and even buisness find that their liquid assets are worthless. It would also have affects outside Cormyr itself with people refusing to accept Cormyr coins in trade

Don't forget that Waterdeep was briefly infested with lawyers... It took a plot of Khelben's to get rid of them. This was around issue 23 of the AD&D comic.
