I was looking through the SRD, and, after seeing the Epic Metamagic feats, began to wonder, can a spell be affected by more than one of those?

Imagine what destruction can be caused by a Quickened, Silent, Still Fireball that still only takes up a 3rd level slot.

You've got it. That's why it's only for epic characters.

And pay a Waterdhavian dragon for each minute I use one?

Not all dragons have endless hoards of coin, you know . . . .
