I'm not overly fond of the *poof* here they are or the "they've actually been here all along story-lines", and in my home game the Spellplague didn't see a return of Abeir.
I've always treated them as extremely rare, if existing at all, mostly because I haven't really found a way of introducing them that fit into the Realms, aside from Tiamat and her church being involved. Recently sparked by the Spellscar discussion and my daughter playing the game Dragon City, I have been mulling over new ways of introducing the various dragon-descended introduced from the late 3.5e.
Specifically, involving one or more former Cult of the Dragon members who are no longer interested in the proliferation of undead dragons, but in rebuilding the dragon empires of old. More than likely working with the Church of Tiamat, they are seeking ways of breeding new types of dragons and suitable dragon servants (the dragon-descended) from which to build a new empire.
Any thoughts/comments/ideas?

There was some specific lore in the Cult of the Dragon book that focused on this...even an upsurge in the number of dragons because of various reasons. Do you have that book? If not, well worth finding.

I do have the Cult of the Dragon book, which is partially how this idea was generated. But I guess I don't recall, it having much about experimenting with creating new dragon types and subspecies, nor wanting to build a new Dragon Empire, but I'll look it over again :)

Dragons of Faerun has a lot about the Church of Tiamat experimenting to create unusual dragon hybrids. There is an entire adventure in it devoted to that.

Eytan also covered dragon adepts (from Dragon Magic) in a "Class Chronicles" article.
