As the title says I'm interested in running a game with Drow characters during Lloth's Silence. I'm planning on having it loosely follow the general course of the major events of the War of the Spider Queen novels but go a completely different direction with the specific journey of the main characters. I'm planning on using the Pathfinder or maybe the 3.5e rules to run the game and wanted some input on a few things.

First, what restrictions should I have as far as race goes? Ideally all the players would play drow but I'm sure there will be at least a couple who want to play a more exotic race like a Draegloth or some other race I've never heard of. I don't want to be stifling creativity but I also don't want someone playing a race that is looked at as inferior to the rest of the party's drow characters, and that brings me to my second question:

How much should I allow the female/male or drow/non-drow prejudice to be played by the players? I don't want the players choosing to play male drow to be forced into mere cohort roles for the female drow, but on the other hand I don't want a party where the males are taking charge and acting completely against the drow way of thinking, because in that case I might as well run something else since the players won't be playing drow.

Also, how much should I allow the players to plot on their own? They're drow, so I would expect them to look out for their own interests and work their own angles, but I also don't want the game to devolve into a massive pvp brawl. Any advice for running evil, and particularly evil drow, characters would be greatly appreciated.

Finally, and most importantly, how do I deal with the clerics of Lloth having no access to spells? My original plan was to give them 10-15% extra starting gold that can be spent only on wands, scrolls, and other magic items to make up for their lack of spellcasting, and let them choose one spell per spell level to have memorized at the start of the game that they hoarded once they realized they weren't receiving new spells from Lloth, but is that enough? I want at least 2 clerics of Lloth in the party but I don't want players to be forced to play fighters with 3/4 BAB and no bonus feats for a good chunk of them game. I was also thinking about drawing on some old edition lore that had levels 1-2 spells coming from the cleric themselves, 3-4 coming from proxies, and 5 and above coming from the actual deity. That way I figured the clerics could access 1st and 2nd level spells at least. Also, that reminds me, should I allow Clerics of Selvetarm that can cast spells? I think not, because then they would overshadow the Clerics of Lloth.

Oh, and what would you think is a good starting level for the characters if I want them to end at level 17-18? I'm thinking starting them at level 9 and having them start in Menzoberranzan in the midst of the slave and male revolt and having them band together and grow to level 10 before they are sent out on their mission. Would having the campaign span from level 10-18 be a realistic goal for the epic scope of their journey or should I expect them to end up higher than that? Also, I'm thinking of having this be a chat-based game, since I can't find Pathfinder players in my area, in your experience do chat games progress about as quickly as a face to face games? I've never run one and only played in a couple on and off games so I don't know how well a scheduled one would work.

Anyways, thanks in advance for any answers or advice you give, and if you like the sound of a chat-based War of the Spider Queen based campaign I might need players.

Maybe a PbF (Play by Forum) game instead of a chat game?
Unfortunately I don't have much time, otherwise I'd be interested myself.

Eh, I play enough play by post that I know they are very, very slow. I've had my players gain a level in one single play by post game I've been running close to a year, and I've never been in a game that's gone on long enough to finish a published adventure, let alone the kind of epic storyline I'd like to run. Anything to add about the mechanics of such a game? I could use the help.
