I'd like to be able to take magical items such as the Sword of Life Stealing, and understand how that weapon is priced out. According to how I'm reading the DMG, the weapon should cost more than twice as much.

Does anyone know of a Magic Item Creator application?

I'm not entirely sure if one was created, but it just goes to show how screwy the item creation was with 3.5E. And I remembered some scroll or thread on the Wiz-bro boards mentioning that a lot of the items weren't done correctly and the math was all off as to what could be made with what spell, spell-like effects, and such. Heck, I couldn't even decide if what a wand's DC was supposed to be (10 + spell level + ?? maybe caster's main ability score?)

Sorry I couldn't be of much help, but at least your not alone in the head-scratching that was Item Creation.

I usually go by my own system in this case. Price is equal to # of pluses times 1k. Then rough level of spell(s) the item mimics (Life Stealing = Enervation/Energy Drain - 4+9) times 1k. Add two numbers then tag on a 50% mark-up. Probably not the way it is supposed to be done, but it is what I would do if in your situation.

The 3.5e Magic Item Compendium made item creation and assigning levels to them a little less hard for DMs. I have searched for a magic item creator, but there doesn't seem to be one.

Yeah, the DMG actually specifically states that a number of the items within the book were not created according to the formulas presented in the book. Essentially they left out any mechanism/cost multiplier for weapon abilities that only go off on Criticals.
