Does the Cloak of Charisma grant bonus spell slots when worn or not?
I have a player asking me this and am not all that sure about it. I'm thinking that it doesn't add bonus spell slots, since if taken off you would lose those slots immediately, although it would still grant a bonus to Charisma.

In theory, it should for a sorcerer or bard in 3e, depending on how high their original CHA score was, and how much more they need to get a bonus spell slot.
In the BG series for PC (2e game), when you take off items that give bonus spell slots, you lose the spell slots, and the spells stored in them. |

So far as I know, anything that boosts a stat gives you all benefits of that boosted stat, unless the description says otherwise. You'd lose all those benefits if the item was removed, but as long as it's there, you're good. |

It would give the bonus slots. Just don't ever take it off. |
"These things also I have observed: that knowledge of our world is to be nurtured like a precious flower, for it is the most precious thing we have. Wherefore guard the word written and heed words unwritten and set them down ere they fade . . . Learn then, well, the arts of reading, writing, and listening true, and they will lead you to the greatest art of all: understanding." Alaundo of Candlekeep |

I allow it for a short time even when you take it off, it has a lingering aura. Like taking a bath. After wearing it for years the period extends.

Enhancement and inherent bonuses to ability scores are no different from having that score naturally. The only exception to this is that an enhancement bonus to Intelligence is not included for calculating skill points. |
