Hello, I search informations about the dragons, the cult of the dragon.

Are there something writed about marked characters ?

Are there NPCs that weared a mark (a kind of tatoo) linked to the dragons ?

It will be perhaps a mark that will appear spontaneously.

The members of the cult of the dragon could attempt to create a similar mark by magic.

Did you read something as described above ?

the 2E sourcebook, Cult of the Dragon would be a good solid source for you. Dragons of Faerun 3.xE has a bit. The Novel Spellfire includes information about the cult and some of it's dragons.

Question why does the source book, cult of the dragon, mention that kelemevor is a religion that some cultists would follow? I understand myrkul the god of death before Kelemvor but Kelemvor himself?

Cultist have been known to 'appear' to worship a particular deity but, I truth they venerate a differant god altogether. I can see how you could be complexed as to why the Cult of the Dragon sourcebook would suggest Kelemvor to be one of the deities that cultist venerate.

To quote the Faiths and Pantheons sourcebook (3.x.e), "Clerics of Kelemvor consider all undead abominations, and do whatever they can to put them to eternal rest. They contend that those who create undead are fit only for swift and utter destruction."

I would suggest that some cultists pretend to worship Kelemvor to either, 1) hide the truth of the dark deity they truely worship, or perhaps, 2) corrupt Kelemvor's good name, which would please such deities as Velsharoon, Cyric and Talona.

Did you read something about an alliance between the elves and the dragon in the past of the history of the Forgotten Realms ?

sounds like Azure Bonds

now while i readily admit at least a dozen years since i read those, i still dont think it was the cult who made those marks though

and maybe a refernce in Eberron setting sounds familiar to this too
