Besides playing the game, me and my friends also love discussing it. So here's our latest problem. Which involves me heavily because i'm playing a Gray Orc. In the PHB it states that feats a acquired thru attaining character level. Does this characterlevel also contain the +1 from ECL? Or is the effective a total mislead on this one? So my effective level is 3 does this entail an extra feat, or do I get that one at my next level.

You should get feats based on your Hit Dice, not ECL. (Remember, ECL=HD+LA, LA=Level Adjustment.) So I'm assuming you have 2HD (either racial or from character classes, since I'm afraid I don't remember the Gray Orc variety) and a +1 LA. So you won't gain another feat until your next level (unless you get a bonus fighter feat or something). |

No. ECL is "effective character level," not actual character level. To obtain your ECL you add your character level (and any racial hit dice) to our level adjustment.
Feats, hit points, skill points, save and attack bonus increases are all dependent on level.
XP earned, XP for next level, character wealth, and appropriateness of challenges are based on effective character level.
Take for example the centaur, which has 4HD and a +2 LA (ECL 6). It has two feats: one for level 1, one for level 3. |

As stated above, Character Level (CL) and Effective Character Level (ECL = CL + Level Adjustment (LA)) are two similar but different things, and you gain feats according to CL and not ECL.
EDIT: However, if you are creating a higher-than-level-1 character from scratch, you determine your total Character Wealth from ECL and not CL. For example, if you create a ECL 13 gray orc (LA +1 from what you said above), your ECL would be 13 and your CL 12; and you would derive your bonus feats (and ability points) as a 12th level character, you would be able to spend 110,000 gp on equipment as a 13th level character (based on Chart 5-1 (DMG, p135) and Chart A-4 (PH2, p215)). |
