It could simply be that the Fire and Ice rituals are designed to reflect Auril's Will and the dominance of cold and ice, even when exposed to heat and/or fire. The rituals could be used to demonstrate the mortal application of Auril's dogma, which directs her priesthood to "quench fire wherever it is found."

Other than it being the final touch to their priestly vestments? No. I have speculated in the past, that the priestly circlet itself could be a derived designed based on the "ornate crown" said to be worn by Auril's 'Icedawn' manifestation however.
