This item is discribed on p. 131 Dragons of Faerun. I have the following question in regard to this item:
The item causes intelligence loss in several different situations. I wonder, if the Intelligence loss is permanent?
The loss apperantly does not call for a save. So it would not allow a second save to regain the lost ablility point as e.g. the ability drain of vampires or wights.
However, could it be restored by divine magic (e.g. restoration, greater restoration)?
