I was wondering what it would cost to recharge a wand and how it work? Can someone gives me an answer?

Vic, I assume that's official stuff being quoted? We need to provide the proper references, if it is -- source and page number.

There were no official rules for recharging a wand, perhaps a splat book has some now.

Basically it appeared it was as easy to make a new wand, then recarge an existing one.

I'd go with the rules in the old 2E Volo's Guide to All Things Magical (formerly a suppressed work , now available for free on the Wizards downloads page), myself.

I don't see game balance being affected by recharging wands, the way they apparently did. And I think the rules referred to above, while workable, make recharging rather pointless, as opposed to creating a new one.

Of course, I've been unhappy with the changes to magical items since 3E came out. Maybe 4E will improve how magic items are handled...

I'm probably a bit late to join this conversation, but doesn't the 3e FRCS have a magic item (some kind of stone, maybe) that pretty much exists to recharge other magic items? Can't remember the name, but I think they might be minor artifacts. I'll check when I get home if I remember to...
