I don't have access to my Dragon magazines right now, hence the question. I can't remember which issue, but the cover had a gnome caster on the front, it was a headshot of the gnome, and I want to say it was a brownish-orangish color scheme. There was a device in this issue that if I remember correctly was a gnome creation, it was a bracer of wands that held x number of wands, placing a wand in took one charge and then the wearer could activate the each wand without drawing it, and I think the cost was around 35000gp. Here's what I need to know: issue # (for future reference), how many wands it holds, am I right about the cost, am I right about how it works?

You'd be looking for Dragon #291 pp.51

Each bracer holds three wands. Attuning the wands to the bracer does cost 1 charge. You have to wear both bracers for them to work properly. Caster Level 12th, Market Price is 60,000gp, cost to create is 30,000gp + 2,400 XP, and they weigh 1 lb.
