Putting all talk of non-existiant planes in 3.X aside, could someone direct me to, or inform me of any information dealing with the planetouched from the Quasi and Para elemental planes. I recall looking at a page not to long ago that had Planescape stuff for 3.X, and I thought it might have had links to these races, but I have since lost the link.
On a related note: I can see where Steam, Ash, etc planetouched come from, but are there such things as Positive or Negative energy Planetouched? If so….erm…how exactly does that happen? Are there critters on these planes? And Vacuum? How does that happen?
(See how I always called them planetouched? It’s because I can’t remember how to spell Genesai.)
Now, to touch briefly on the planes themselves, or at least where they intersect the Realms; where would be the most likely places for these Quasi-Para planetouched to be in the Realms, without stepping on the toes of the already written ones. (Fire and Air in Calimshan, etc.)

You're probably thinking of "The Roaming Genasi Tavern" -- 'tis one of the PS projects I helped out on back in 2000. See here:- http://users.erols.com/aburner/planescape/

The 2e Inner Planes sourcebook might interest you here. The site I linked to above also provides some thoughts on this... taken from canon sources in 2e.

I suppose that this isn’t one of those books that is available for free on the WotC site, is it? Pique my interest here; is the book worth it if I’m mostly just curious about where P/Q-planetouched could have come from? (I’m not in the least bit concerned about the environs, just the inhabitants.)
And would you be the person to talk to about the mechanics of the race?

Issue #293 and #297 of Dragon has some 3e stats for Genasi. |

They discuss the Genasi from the various elemental planes. :) No, it's not FR specific and so it's general info on the races. |

Specifically, the #293 article discusses genasi from the Earth, Air, Fire and Water planes. The #297 article covers para-genasi:- Dust, Ice, Magma, Ooze, Smoke and Steam.

It doesn't provide a whole lot on inhabitants... just a few sentences to a paragraph for each elemental plane.

No. 3e Mechanics and rules aren't my thing... 'tis the lore I love . Sorry.
You're likely better off discussing the mechanics-side of the genasi with either Arivia or Warlockco.

unearthed arcana does have quite a bit of info on different bloodlines and such, it might get you close to what you are looking for |

Fair enough. So I’ll throw the question out there. For those who are familiar with the stats provided on http://users.erols.com/aburner/planescape/ (or want to go and take a look) do you find that the balance is right if you remove the native outsider trait and bring them down to LA0 (As per the Players Guide to Faerun. )
Also, do you think that the Negative and Positive planetouched are balanced to start with? Seems to me that the Positive people got a little shafted.

The bloodline options are very interesting, and I’m planning on working them into my game soon enough. The bloodlines are great for Fey or Giantblooded (etc…) creatures, but they don’t have a lot of options for the more exotic planetouched. Thanks though. |

Well, the work-ups for the Positive and Negative Genasi provided at the Roaming Genasi have both had "unofficial" approval from game designers as I recall, both on the planewalker.com forums and the DEITIES section at WotC.
I know that doesn't mean much, but until we've seen a more official working, you should consider those just as applicable.

Planars. Primes are inhabitants of Material Planes .

I find the explanations for the Planetouched at Roaming Genasi to be exceptionally well done, except for a niggling balance issue with the stats, and I’m more than willing to accept them as “close enough to cannon to be true” without difficulty. It’s just that there isn’t a lot of detail available for the genasi that I want to explore more in depth.
But a blank slate is just as good tons of lore for me, just more work. ;)
Unfortunately, it has the side effect of making me more interested in Planescape (at least Sigil, I still don’t want to bother with hopping around to the other planes casually) than I ever have been. Like I didn’t have enough lack of time already to read Realms stuff.
