what are specs of the ring of winter as it is not mentioned in the forgotten realms campaign settings or as a artifac, also what is its history if that is known?
The history and stats (at least for 2E) are covered in Volo's Guide to All Things Magical, which you can download for free from the Wizards downloads page.
It was also in the novel The Ring of Winter, one of the novels from the Harpers series. It's one of my fave Realms novels.
Other than the novel and the sourcebook I already referenced, I don't think there's much known. I can check my Book of Artifacts when I get home, but I don't recall if it was in there or not.
