In Spell Compendium theres a Spell called Girallons Blessing basicly the caster grows a 2nd pair of arms

Now it says that each of the Casters arms ends in a clawed hand with fingers and an oppossable thumb it then goes on to talk about the claw damage. However what happans if the caster chooses to wield a weapon in each hand?

According to the description the caster uses Base attack Bonus + Str modifier for attack roles theres nothing about Two weapon fighting penalties, it does say that the caster doesnt gain any extra attacks claw attacks from having a high base attack bonus.

So does this mean that some one casting Girallons Blessing would get 4 attacks at their best attack bonus?

Multiarmed creatures have one primary hand and two+ secondary hands(generally three). Also, Two-Weapon Fighting doesn't work for creatures with three or more arms; they take Multiweapon Fighting(page 304 of the MM 3.5) instead. See page 304 of the MM, Savage Species, Draconomicon, the MMII, and the MMIII.

the spell description seems to suggest that someone with Girallons blessing gains the benefits of Multiweapon fighting for the duration of the spell then........

Um, yes, that's from the natural weapon attack rules, not the multiweapon fighting rules.
