I've been scouring Races of Faerūn, looking for some info expanding on the Dwarven coming-of-age at 40 years found in the PHB without much luck.

I'm currently about to start a campaign that requires the PCs to be 23 years of age at its start. This works fine for humans, half-elves and half-orcs but presenting a problem for the dwarf in the party.

The PBH states that 40 years is the equivalent of 15 years for a human. What I'm not sure about however, is whether this is a representational age for social/cultural maturity, or if it is in regard to actual physical and mental maturity. If the later is the case, then the character just won't fly since it would be akin to dragging a ten year-old human out adventuring.

Also which of the dwarven races would be most likely to "let go" of such a young dwarf in the first place?

If it's in the players handbook then to me I would use the minen age for the dwarf, since the dwarfs live longer they mature mentally and socialy at different ages. you could make the dwarf between 50 to 60 years of age, this might help.
dwarfs have different sociatal rules and they age differently than humans and elfs.
dwarfs have to have the training and clan skills bread into them frist, then if they decide to go adventuring they can if they get the clans permission.
dwarven clans think of the dwarfs frist then other races last, this is to say that dwarfs think of them selves frist.
since dwarfs breed slower that humans and other races and live longer they have to mature longer in the clan teachings.
i have played dwarfs and never took out such a young dwarf unless the clan was destroyed or split up after an attack.
dwarfs do take longer to mature, because of all they have to learn.
clan pride is tought to the young dwarf and everthing that goes with it.
the dwarven races that might let a young dwarf go adventuring would be to me, mountain dwarfs, gold dwarfs, wild dwarfs would never leave unless something bad happened to thier wild dwarf clan. and the wild dwarf seeks to find the murders and kill all of them.
mythdril hall, citdril adbar, cithdril mirabar, or one of the other halls would let their dwarfs go out to season them and make them betterclan members.
some clans do let their young dwarfs go adventuring, look at the female dwarf wizarf wizard, (I can't remember her name she's in the fr 3.5 books and a thunder twin. her brother wants her to cme back now that she's learned to become a powerful wizard.)
what clan and family is the dwarf from that could make all the differance, some dwarfs clans do send out their young dwarfs to be seasoned by adventuring. while other do not, it's up to the dm to decide if the clan and family allow this.

No possibility of sticking a trip to a plane with a different rate of time passage anywhere in there?

I considered this possibility, but as my players this time around are high-fantasy types it wouldn't sit pretty with them. I guess I'm going to have to break my own rule.
