My campaign will shortly enter the Year of Rogue Dragons, and I intend to run a campaign arc around it. The characters will probably be in the south, around the Border Kingdoms, Erlkazar and thereabout.
The fighter will shortly find a legacy blade (don't remember its name, but it is from Weapons of Legacy and it is sort of a dragonsbane weapon). The monk also intends to go Dragon Disciple, so the theme has already sort of been established.
What I'm looking for is good ideas about plots I can weave into a campaign arc. Are there any notorious dragons in the area? Are the Cult of the Dragon active there? What forces of good is there to stand against the dragons? And possibly the most important thing, can the characters actually accomplish something in regards to stopping the Rage? Or is that the sole domain of the characters in Byers' triology?
The characters will probably be from 6th to 10th level while involved in this campaign arc.
Any help appreciated!

Hello, Trellian.
In this Wyrms of the North article, you can take a look in a map of areas of influence of the Great Wyrms of the North. And, in the rest of the article, you can take a look at them, one by one. 
There is, too, the 4th Volume of the Candlekeep Compendium here in the site, and some interesting scrolls about the region and about the Year of the Rogue Dragons.

you might want to take a look at Red hand of Doon a module that comes out in Febuary, Officially its a generic module, unofficially the region featured in the module is the Western end of the Shaar in the FR (names have been changed but the RHOD map closely reflects that are. The Plot apparently revolves around Hobgoblin who worship dragons/Tiamat (By the way theres a Huge Aspect of Tiamat mini coming out in July)
The Town of Pelevarn in this region all has a history with both the Cult of the Dragon and the Archdevil/God Gargauth |

| You'll actually find a few tidbits on the effects of the Rage in that area in my short story "The Strength of the Jester." It's presented as hearsay so you needn't put ultimate stock in my account of the dragon attack on Saradash unless and until it's legitimated in some canon source. |
