According to the 3.5Ed PG, undead who are successfully turned "cower" if they cannot run away, and the cleric can use missile weapons against them without breaking the turn. It also says that others can melee with them without breaking the turn. Does that mean the undead do not fight back, allowing them to be destroyed, or will they fight?

I'm not sure but I think they can fight back, but they lose their dex modifiers so they can attack you only if you are close enough. |

The character is frozen in fear and can take no actions."
Tje undead will not fight back in any way, at least per SRD 3.5 |

That's how I had the PC's play it last night too. The zombies cowered as far from the cleric as they could get, and the rest of the PC's shot arrows into them until they fell.
It just seems to me to be too easy; a 4th level cleric with no CHA bonus can be expected to turn 11 HD of undead (average of 2d6+4) each with up to 4HD 50% of the time, and they cannot defend themselves no matter what is done to them (as long as the cleric doesn't get within 10' of them). That includes wights, shadows, zombies, skeletons, and if the cleric has a CHA bonus, would include wraiths and other higher level undead.
I'm certainly not giving them full XP's for encounters that end up like this. |

From 3.5 PHB p159
"If they cannot flee, they cower (giving any attack rolls against them a +2 bonus). If you approach withing 10 feet of them, however, they overcome being turned and act normally. (You can stand within 10 feet without breaking the turning - you just can't approach them.) You can attack them with ranged attacks (from at least 10 feet away), and others can attack them in any fashion, without breaking the turning effect"
This said, no cleric that I've seen (other than my LG baby cleric of Phaulkon) has Precise Shot, and most clerics seem resigned to let others give turned undead the 'beat down' while standing back and congratulating themselves/brandishing their holy symbol.
(I pray I don't lose too many points for making an O*rth reference here.)
