Hi I was wondering if any one had some more info on an item called Evermagic, it's mentioned in Dragon Magazine: Elminster's Notebook. I don't have it

Evermagics are indeed noted in the old Elminster's Notebook column, in this particular case Dragon#213 - Aldreth Fireshar, a sorceress of Telflamm. The Evermagics are described as being "old when Netheril was young" and take the form of common magic items - examples given are wand s of magic missile or a censer of controlling air elementals - and change from item to item randomly. When they change the give off a chiming sound, like strumming a harp. If you try and divine an evermagic's true nature or try to influence what it changes into through spells, then it randomly teleports away across Faerun. That's all the information we have - a peculiar item indeed. Something like the "anything" magic items of 1E Unearthed Arcana.

Correct me if I'm wrong, but this item changes randomly? So one minute it could be a wand of magic missile and then it could change into a ring of protection the next? |

Here's the original description, from Dragon 213, the aforementioned article by Ed Greenwood:
quote: These powerful artifacts were old when Netheril was young; they survive because of their random, ever-changing nature: they take the shape of one widely-known magical item after another, functioning as a wand of magic missiles or a censer controlling air elementals for a time -- and then changing to something else (always at the worst possible time, it seems). Any mage who tries to divine the nature of an Evermagic with spells, or influence what it turns into, will never see it again -- it always teleports far across Faerűn whenever its wielder uses magic on it. Curiously, this never occurs when a neutral or hostile mage hurls spells at it, but only when its owner takes action. When an Evermagic changes form, a tinkling chord is heard, rather like the “swash” of notes made by striking one’s hand down a row of harpstrings. That’s the only known way to be sure an item’s really an Evermagic. The true form, purpose, and origin of these pieces remains a mystery. Something else I’ll have to look into, someday . . . in my idle hours, of course.
'Twas a footnote; the commentary is Elminster's, of course. |

Hmmm... if I had this magical item, is it more of harmful than helpful to a party?
Also, when it randomly changes into magical items, is there a chance that it will turn into an artifact? (Ex. Wand of Magic Missile into a Crown of Horns) |

If you have a mean DM, yes
