In Volo's Guide to All Things Magical, the sash of spells is mentioned. This spell is extremely potent, and is made even more desirable by the lack of costly material components which most contingency/permenant spells require. Does anyone know if this spell has been used elsewhere or converted?

I don't believe that it has Sourcemaster2, or rather, the Sage doesn't have any information here on a 3e conversion.
Maybe Faraer has something on this, or George Krashos perhaps . . .

Senior Scribe Sourcemaster2,
It appears that the Sash of Spells is only covered in the VGtATM. Sad that that wasn't redone in 3rd.
Best regards,
