i want to upgrade my Water whip by +1 enhancement but i am not sure of the price i would have to pay. since the water whip is a +1frost whip or a +1 flaming whip do i have to pay 12000gp as if it already a +2?
the water whip is in the Magic item compendium

If you're using the MIC, page 232 discusses upgrading magic items. The water whip's price includes its value as a +2 weapon (+1 flaming) and the value of its other powers. I'd just pay the additional 10,000 gp to take it up to a +3 weapon.

take the difference between a +3 weapon (18,000 gp) and the +2 weapon (8,000) and you get a 10,000 gp difference.
