Being totally unfamiliar w/ 4e mechanics and how they may translate to earlier editions, can you give me 2-3 translation of this ability?
...Lvl 25 +5, +1d6 cold damage per, ongoing 10 cold damage, resist 30 fire (Dragon, #386)...
specifically the "ongoing" dmg. Is this the same as the "ongoing" bleeding effect of a sword of wounding?

Not entirely. Ongoing damage occurs on the start of the creatures turn due to an effect (often created by a spell, power, or item) that only shuts off when the player rolls their Saving throw at the end of their turn. If you continue to fail your saving throw, you continue to take the damage (even after you've passed out and are dying). Once you make a Saving throw the effect stops and the saving throw can come from any effect (like a Paladin giving you a Saving Throw chance on his/her turn).
Basically the Chill Wind Weapon has a +5 to attack and damage rolls and it's critical effect applies a +5d6 cold damage plus 20 ongoing cold damage. In 4E all critical hits are maximized (including things like a Rogue's Sneak Attack) and you only roll effects that are based on critical hits. So if Drizzt hit's with Icingdeath and scores a natural 20 he'll deal say....30 damage plus an additional +5d6 cold damage (1-time effect) and ongoing 20 cold damage (save ends).

Mostly. Is the effect cumulative? 20 HP per round seems steep to me. What if the target was hit multiple times? Would the ongoing effects stack? That would HURT and the number of saving throws that would have to be made seem overly complicated. |

Well sort of. The ongoing damage can only be achieved when a critical is scored. If you somehow hit a target multiple times with critical then yes it would stack. If, however, you only crit once, you only get the ongoing damage and +5d6 cold damage once. |
