Is Ouroboros from D&D 4e (deity)the same World Serpent that the sarrukh worshipped during the time of the Creator Races?

A legend of the Ouroboros World Serpent as a dualistic “overgod“ is presented in 2E Planescape: Planes of Hell - athough it was described as no longer being a single entity, having become the two powerful deities now known as Jazirian and Asmodeus. Not sure what 4E canon may have contributed.

In 2e Powers & Pantheons it is said that the (dino)sauroid creator race (later named "sarrukh") worshiped the World Serpent, but no name is given to the deity. In Tashalar and Lapaliiya, Sseth himself is venerated as Amphisbaena the World Serpent (a snake whose coils wrap the world and that devours itself). Finally, it says that in the past yuan-ti worshipped a corrupted fragment of the World Serpent called Merrshaulk, which entered a somnolent state after being defeated by couatl led by priests of Jazirian. All from P&P p. 84.

The deity Zarus detailed in Races of Destiny is not a member of any Torilian pantheon. As RoD is not a FR sourcebook, none of its contents are canon Realmslore (3rd or 4th ed).
Serpent Kingdoms is the primary source for the Sarrukh Pantheon and it only refers to the original sarrukh deity as the World Serpent. The other deities mentioned by Barastir (Sseth, Merrshaulk, and Jazirian) are fragments of this World Serpent. As far as I know, the name Ouroboros first appears in the creation myth at the beginning of Grand History of the Realms, but this is not canon. The Forgotten Realms Campaign Guide (4e) p.42 and Dragon Magazine #376 "Realmslore: Sarifal" p.59 refer to a powerful primal spirit named Ouroboros the World Serpent and, while no reference is made to the sarrukh, I think the equivalence is implied by calling him "the" World Serpent.
