Mythals are constructs of magic - they, like all magic, are never inherently evil or good.

"True mythals" are considered to be those created by elven High Magic (see the "Cormanthyr" accessory for the best examination of this).

Wizardly mythals were created by use of the 10th-level "Create Mythal" spell (and the help of Mystra). The mythal of Myth Drannor was a mythal of this type.

The sourcebook "Lost Empires of Faerun" has a good write-up on mythals and the epic Mythal seed, which can now be used to create a different type of "wizardly mythal".

Note that the differentiation between "True" and "Wizardly" mythals was more strongly defined in 2E. With the advent of 3E and epic magic, that distinction was greatly blurred, with elven High Magic becoming a specialised form of epic magic.

Agreed, Cormanthyr is the most definitive source for information about elven "true" mythals.

Ancient Netherese arcanists also had access to 10th (or 11th?) level arcane mythal spells, although these were probably quasimagical mythals; ie, they likely require a functioning mythallar artifact to provide power. No such mythals and few functioning mythallars are known to exist after Netheril's fall.

The Red Wizards (or at least the Zulkirs) of pre-Spellplague (or at least circa-1E/2E) Thay had access to certain specialized glyph magics which could function somewhat like single-purpose mythals, although they arguably aren't related to mythals at all. The very streets and roadways of the grand city of Eltabbar in fact formed a massive living glyph magic of this sort, used to bind and imprison the demon lord Eltab. I think this form of red magic may even be fundamentally related to Szass Tam's Dread Ring Ritual. I'm uncertain whether any divine power needs to be involved or faith or life force (sacrificed or living people) needs to power these megascale magics.

Certain specialty priests, notably druids, could also invoke permanent area-focussed divine magics which loosely resembled minor mythals in terms of overall power and function.
