Okay I know there is a city where they hold sway if no rule. They are mentioned in the cult of the dragon book but I don't have access to that right now. Dose anyone know the name of that city?

Ehhh, I'm not really sure, though I believe I do remember reading something about a city of Yuan-ti. If you get a chance, ask the Sage of Perth (a.k.a. The Sage, in the forums), he's a Master of Realmslore. (not that I'm sucking up to sage or anything, just acknowledging my betters.)

From the FRCS, the city of Hlondeth is ruled by a yuan-ti halfblood, Dediana Extaminos (p. 216).
