Here is a character I created for my campaign in order to make Tchazzar's return seem less of a gimmick. :) This is for a gradual return concept. Note: in 4e -- Lysander would be -- for all intents and purposes -- a 5th level Dragonborn Warlord.
-------------------------------------------------------- Lysander Male Half Dragon (using a Human as the Base Character)
Morals: Unlike his father, Lysander believes in doing good for other people and his father's realm. Raised as a Paladin in the Church of Lathander, Lysander values temperance, athletics, youth, and spring. As Lawful, he expounds on temperance and spirituality as virtues; as good he works hard to do good in the land of Chessenta.
Unlike his father, Lysander does not enjoy revels, but he often competes in local games in the nude to pay homage to the Morninglord.
Description: Lysander is the son of Tchazzar and an unknown temple virgin. He has brilliant ruby red scales, a draconic head and eyes, clawed hands and clawed feet. His body is “cut” or sculpted as an athletic frame. He lacks ears. His eyes have a green iris, and his nostrils are gaping. He lacks body hair, but his genitalia are external. Lysander also lacks wings (another part of his mother’s heritage).
Lysander typically dresses in a silvery white robe, often to hide his custom armor and weapons to go somewhat incognito. The half-dragon is raised with morals and decorum, to be created as that of a military commander. However, Lysander does not typify himself as a military commander, but he is there in order to herald the return of his father to Chessentan politics.
Background: Lysander is the son of Tchazzar, the father of Chessenta. Before the Time of Troubles, Tchazzar walked among his people in his human disguise to see what became of his legacy. The result was the formation of a Church and/or a cult dedicated to him. Pleased with this, he had a liaison with one of his temple virgins, which resulted in the birth of Lysander, his son.
Tchazzar's draconic heritage blended with the maiden's human heritage to produce an infant with the traits of both races. Born in secret, the infant was named Lysander, a name inspired by his mother's faith. Tchazzar, knowing of his son's birth, provided the boy and his mother with gifts and gold. Despite this favor and the blood of a conqueror flowing in his veins, Lysander's mother instilled in the young half-dragon the morals of Lathander's clergy. (change suggested by Wooly Rupert)

I know what you're trying to say, but "as the DNA of Dragon and Human coming to a consensus produced a manchild that was half dragon and half man" makes it sound like the human and dragon DNA actually sat down and discussed the issue. Also, referring to DNA kinda sticks out, since fantasy settings know nothing of DNA. Lastly, "manchild" is oft used as a derogatory term for an adult male who acts immaturely.
Actually, the entire paragraph is a bit awkward, in my mind.
Instead of "Lysander was born in secret, as the DNA of Dragon and Human coming to a consensus produced a manchild that was half dragon and half man. When the maiden gave birth, the result was a baby that had most of his father in him and many traits of the mother. Named Lysander, the baby grew and developed into a half-dragon male. Tchazzar realized that he engendered a baby, and being the father, would send the small family gifts. Although the blood of the father runs red in the son, the temple maiden raised her son with ethics and morals in the Church of Lathander rather than the Church of Tchazzar."

Born in secret, the infant was named Lysander, a name inspired by his mother's faith. Tchazzar, knowing of his son's birth, provided the boy and his mother with gifts and gold. After mucking about on the Paizo forums, his game statistics are now revised.
