I'm reading a book "The Quintessential sorcerer". I read that sometimes the power of sorcerer was passed to him by a fey - most often because he is a descendant of fey.
I also read somewhere that all elves and gnomes are considered as fey, but most elves and gnomes are not sorcerers.
Can you explain it? About what fey are they talking in the "The Quintessential sorcerer"? Why do descendants of fey have a telent for magic?

Fey are considered to be innately magical -- so they pass that on to their non-magical offspring. Fey races have a connection to magic that is deeper than what most other races possess -- even wizards of other races.

formian(mispelled)
treant
elf
eladrin
pixxie
quickling
brownie
half-feys
sirens

drow

why is being a wizard like being a drow? both are likely to find a dagger in the back from a rival or one looking to further his own goals, fame and power

just about all of them that can procreate with say a human

Gnomes & Elves are not fey in 3/3.5 (although there is some mention of relations between each of those races & fey) which is the line I'm guessing you are talking about referencing that mongoose line book, QS. Basically, what the people at mongoose were saying is that the character gains their sorcerous powers not from dragon's blood but from that of fey (which would be any creature with the type fey--ref all monster manuals for more info). Fey are magical & the sorcerer has awakened that birthright in the form up his class based magic.

I'd also have to disagree with the above poster, Mongoose was IMO of all the publishers of D&D matterial (including WOTC--which put out of terribly broken stuff) the most balanced. Try Green Ronin or Legends & Lairs series if you want to find some broken stuff.

Note that some folks use "fey" and a mechanical descriptor, and "fey" as an adjective, liberally.
