So I could swear I read that Waterdeep harbor had a statue somewhere but I can't remember where. I don't think it was one of the walking statues. I think it was just a statue. Can anyone confirm either way if there is or isn't one?

I just checked the drawing of Waterdeep from the City System box set, and it doesn't look like there are any statues near the docks, but most of the harbor wall isn't in the picture. |

Could it be one of the Walking Statues? |
"These things also I have observed: that knowledge of our world is to be nurtured like a precious flower, for it is the most precious thing we have. Wherefore guard the word written and heed words unwritten and set them down ere they fade . . . Learn then, well, the arts of reading, writing, and listening true, and they will lead you to the greatest art of all: understanding." Alaundo of Candlekeep |

There's a stature literally in the harbor--on the bottom. It's pictured by George Barr in Knight of the Living Dead and mentioned among other notes on mermen patrols for the harbor, but I'm unsure if it's been illustrated or mapped since 1989.
