This question has indeed been asked before, although I cannot remember what the reply was, but since there is currently no chat room active...
The closest thing to it, is the Candlekeep Inn.

I believe the general consensus was that it just wasn't worth it. After all, we can always contact each other through the ethereal mail network. |

My suggestion in this regard would be to simply make a list of all online people who like to chat's MSN accounts, and simply add people to the conv. and we all chat
Failing that, go onto an irc server and just register a channel
