Cormyr would be my first pick. It is rather stable, not a setting where new characters stumble easily over something too big for them. Perfect setting to develop a small campaign.
However the Border Kingdoms would be perfect too as they leave looots of free space for creative DMs plus even a 1st Level character can provoce great changes there with his/her limited capabilities. |
