I look at the active user screen form time to time, an invariably there are guests looking at members profiles. now that itself isn't bad, but when I come back to that screen like 20 minutes later, there still looking at the same members profile. I was wondering what's up with that.

It could be a thing where the viewer opened the window, then either left their computer or was doing something in another window... I've always got a window open to Active Topics, even when I'm away from my computer for hours.

Indeed, as have I. And sometimes, there are lags in the time it takes for certain scribes to refresh the sections of Candlekeep they have open at the time.

The weirdest thing is that guests aren't supposed to be able to access members profiles. at least I couldn't when I tried after I signed out.

Perhaps. It might simply be a record of the last function attempted by the GUEST, rather than a function that was actually carried out. In other words, when a GUEST is said to be reading a Member's Profile, they might not have necessarily accessed it fully. It may just be noting that the attempt was made during the time the "Active User" page was loaded.

Indeed, this function is certainly restricted and page locations picked up by bots generally don't get anywhere. I have a number of IP blocks on the forum which also operate this way. Whilst a URL may be registered as a search, such illegal operations are redirected to an "access denied" page.
