I'm looking for the book source of this cave devoted to Tiamat where eggs placed in the cave are corrupted/transformed by its magic.

Also, if I remember correctly, a ritual sacrifice in this cavern could give a luck worshipper of Tiamat the dragonblood subtype, but I'm not sure.

Any assistance would be greatly appreciated.

Sounds like you're looking for The Altar of Scales in Dragons of Faerun. There are two rituals in question. One is to become a half-dragon and the other is to become a dracolich.
