Looks like the cosplayer, Melody Tripp, got the details spot on.

The cosplayer asked James Jacob (designer at Paizo) directly about the stone. There's a thread somewhere on the forums. I don't think she forgot.

Between that and the rapier, I can only guess some pieces take time (and funds) to acquire. Sure one could just stick a piece of plastic on her forehead or go with a hollow tube for a scabbard, but a semi-precious stone (or an accurate facsimile) and a good reproduction rapier to work from would just look better. In that case, this remains something of a work in progress.
