Which abilities does a Chosen of Talona have ?

Don't think the template has ever been fully detailed. You could get more info about this npc in the Lady of Poison novel.

I'm not even going to attempt to plot template information for a character like this, because I'll fail... miserably.

I will say however, that you should perhaps try the homebrew Chosen templates thread over at WotC.

Ok, but I'm french, and I don't think that the Lady of Poison Novel has been translated.

Just read it in english . I personally feel that some of the flavour is always lost when the original text is translated.

Again, I should warn that the "Fleuve noir" collection is not a direct translation but "original" french text that summarize and simplify the original story.
