Probably Menzoberranzen, or indeed any other Lolth-ruled drow city.
In such a city, you could legally be killed on the street just because someone of higher rank didn't like you. In Thay, you couldn't legally be killed for such a reason... though you could be enslaved. |

Yes, Thay is the obvious choice...but for all I know somewhere out there is an even more repressive place to live. |

| I'd vote for Thay, where you never hardly see a non-human who isn't in chains. But Menzo and the other Lolth cities are probably in the running. Now that I think about it, there are a lot of fairly repressive nations/cities in the Realms. |
And if the PCs DO win their ways through all the liches to Larloch, “he” will almost certainly be just another lich (loaded with explosive spells) set up as a decoy, with dozens of hidden liches waiting to pounce on any surviving PCs who ‘celebrate’ after they take Larloch down. As the REAL Larloch watches (magical scrying) from afar. Myself, as DM, I’d be wondering: “Such a glorious game, so many opportunities laid out before your PCs to devote your time to, and THIS fixation is the best you can come up with? | Actually, Oryndoll or other Illithid cities would probably have the least freedom. Thay and Menzo can't compete with a place that enslaves mentally as well as physically. Even the Illithids themselves are monitored and controled somewhat by thier Elder Brains. |

| While the nation of Cromyr is not the most repressive, I don't percieve the residents as very free, they are monitored quite a lot, at least that's the impression I got when I read Volo's Guide to that place |

Great point--I don't think it gets much more repressive than having your mind dominated. |

| I agree that Illithid cities are on an entirely different level as far as repressiveness goes. Mind Flayers just creep me out in general, evil and nasty things they are. |

Then again, there are Aboleth cites (which we know less about) where they dominate your mind AND begin transforming you into an alien abomination as well . . .
I'm thinking most aberration cities would be off the vacation list . . . |

In the boxed set "Ruins of zhentil keep" there was an adventure of a small village called snowmantle. The villagers were oppressed by the Zhents and they worked as slaves there. So I would take this town as my option 'cause NOBODY is free there.
In the end of this adventure (if the players are succesful) it's freed from the oppression of the Zhents, but a great cost. |
