One of my Campaigns major centers is the Forrest Kingdom of Cormyr. The Mage PC was born in Cormyr and has applied to become a member of the War Wizards. During the cause of several adventurers he waas involved in some diplomatic adventures in Cormyr and was eventually accepted to join the War Wizards. Naturally this great honour also brings great duties and since then the PC had to do even more adventures for the Crown.
Now my Question: In a bright moment this PC came up with the idea, that the College of War Wizards has a huge library, in which all spells should be found. Unfortunately I think that he should be correct, but before I come up with a proper solution, I only granted him access to the 1st and 2nd level Spells in the library.
How would you handle this situation? Would a War Wizard (in hirarchy low, but very promising! He has proven to be quite competent and - he is unaware of that! - is considerd as a high potential by the College.) have free access to spells in the library? (at least to those spells covered in the Player Handbook)

| I think the War WIzard college gives access to all evocation (and other battlefield suited spells) all way to 8lvl. It is after all benefitical to kingdom to give their war wizards the best spells as possible. But I would not be surprised if they request the promising student a spellbook which is made so that if any point the invidual student turns on Cormyr the spellbook is destroyed and so spells whitting it (of course it is secret that the spell book is destructable by the war wizard college council/mentor). |

| Even being promising, I would think that the teachers there would surely not let a young mage poke around at spells that are well beyond his capacity, so I sincerely doubt they´d just hand him higher level spells than he´s capable of casting safely. |

| Just because they have all the spells, it doesn't mean that just anyone can look at them... I'd limit access to the spells by skill level and seniority. Promising candidates might get a few extra spells the common War Wizard doesn't, but the realm-shattering spells would be limited to just the upper ranks. |

I should probably point out that the 'College of War Wizards' isn't a college in the sense of a school or university. It's the name for the institution of wizards that are responsible for governing the larger War Wizards, selecting new members, etc. While it is true that the War Wizards as a group (and both Royal Magicians and War Wizards individually) keep vast libraries of spells, they are not so foolish as to keep any one hall of magical lore with such ready access to rare or powerful spells. Anywhere, nor at any time.
To answer the question more directly: Yes, membership in the War Wizards can potentially grant access to just about any spell on the Sorcerer/Wizard spell list. Actual access, however, would depend on trust in the candidate, assessment of his potential, desired role (Vangerdahast and other leaders are wont to "nudge" wizards in one direction or another in order to help them develop specialties and expertise in particular areas), and general rarity of the spell. Any spell believed to have the potential to circumvent magical palace wards, gather large numbers of mindless servitors, or otherwise threat the realm or the Crown would never be shared with any but the most trusted and experienced of War Wizards.
That isn't to say that these spells aren't available at all, but you should avoid granting them easily, and from the War Wizards proper. |

| Cross-reference the Guild Wizard and Zhent Skymage Prestige Classes - these might give you some ideas on how to manage spell access for wizards belonging to an organisation. |
