I believe these creatures were mentioned in a few 2ed books, stating that they were within the ruins of Myth Drannor-
Have they been continued or modified for 3e, and have there been any...mmmm... sightings/incursions of the race outside Myth Drannor?

The Phaerimm in myth Drannor are - or rather were - the exception. Where the creatures originate, no one knows for sure, but these creatures emerged during the reign of Netheril. Warring with the archmages of Netheril, the Phaerimm created the lifedrain spell which caused the Aunnaroch to be where there were at first fertile lands and lush forests.

Another ancient race, the Sharn, created the Sharnwall to hem in the activities of the Phaerimm and contain them to the sands of the northern desert. Only a few Phaerimm managed to get outside the wall and found themselves attracted to the magic rich ruins of Myth Drannor.

As detailed in the Return of the Archwizard series, many of these things have changed... I won't go in to much detail, that would spoil some of the fun... but there are definitely changes...

The creature statistics for 3rd edition can be found in Monster Compendium: Monsters of Faerun, the sort of add-on to the 3e Monster Manual.

"Empires of the Shining South" states that a phaerimm (perhaps even an undead one) is a Runemaster of the Twisted Rune. That's one that "got away".:)

There is a brief mention in the Myth Drannor boxed set.
One of the demon's by the name of Galgauth teleported beneith Anauroch. He somehow gained the ire of the phaerimm and some of them escaped the sharnwall. These phaerimm attacked the army of darkness and continued to harass them throughout the war. Also they were never found.
