What happens to the souls that a god collects, when that god dies? Say, Leira, or Iyachtu Xvim, or even Moander. Do the souls of their faithful get "passed" over to whomever takes their portfolio? What if the portfolios get scattered to a bunch of gods? What about their base of operations on their home plane?

A guess is at best I can offer on this. Take it with what value it might make for your game world.

A deity exist because of having a portfolio (not counting 0 level Divine Rank which do not have a portfolio) that allows them to collect souls of the faithful. A killed deity (and FR deities appear to have a hard time staying dead) loses its portfolio to another deity. AO or other superior deity picks up the portfolio and the sould if non of the lessor deities manage to capture it. The souls belong to the portfolio that they best served as faithful of the now dead deity. Example: An evil chatoic Drow in life served Lolth, Lolth has Drow, Evil among others if she lost one (perhaps Drow to her son or daughter) those souls would be transfered to the aquiring diety of the portfolio.

Oh other takes can be made of this as well, but I believe this is the best current answer for the faithful.

"Small beings can have small wisdom," the dragon said. "And small wise beings are better than small fools. Listen: Wisdom is caring for afterwards."
"Caring for afterwards ...? Ker repeated this without understanding.
"After action, afterwards," the dragon said. "Choose the afterwards first, then the action. Fools choose action first."
