Elminster, of course. Khelben is merely a Chosen of Mystra; Elminster has the advantage of being Chosen of Greenwood.

As both are servants of Mystra, there's not any reason for them to fight. Even if there was, it would likely come down to whoever was more prepared.

Discussions like this are generally not good, because it inevitably comes down to personal opinion, and can get quite heated.
