Mystra has the ability to cut off those from the weave that abuse it, trying to inflict great damage to magic itself, or researching spells of mass destruction.
According to Magic of Faerun.

Now as I see it the current Mystra is a lot more 'human' than the previous ones, as shown in Crucible and Prince of Lies. She is more likely to take personal views outside her strict duty, and has been accused rather of championing the side of good when she shouldn't have.

My question I pose is this. Would Mystra consider barring someone from the weave, who tried to (and had the potential to) cause great harm to one of her Chosen?

The answer varies among the scribes here, but in my personal opinion, the Chosen had been "attacked" many times already, enemies like Manshoon, Sarya and phaerimms had "harmed" the Chosen many times already and yet they continue to use Weave magic.
If Mystra really do this to those who harm her Chosen, it would make the Chosen "invincible" and "You cannot hit me but I can hit you.", this would completely change the way realm folk will view the Chosen as. And in turn, the Chosen might become "tyrants" if Mystra really do this.

Breach in the rules imposed on her, I suspect Lord Ao will not tolerate this for long.

If there is a mage like Karsus who wants to damage the Weave, I am sure Mystra would bar him immediately but those with the potential but yet to damage the Weave, I doubt Mystra would take action as the potential mage had yet to do it.
Had the potential to cause great harm to her Chosen? There are few such as Halaster and ex-chosen Sammaster who can do it. Even Telamont and his sons managed a few hits on the Chosen. I doubt Mystra would raise a hand to save her Chosen against potential would-be Chosen slayers, as this would stretch her involvement in mortal affairs that may breach the rules set on her. To me, Mystra would want her Chosen to be responsible for their own fates and destinies, rather than always relying on a goddess to watch their backs for them, which this is certainly beneath Mystra's station.

There are many dead magic and wild magic zones and yet I have to see mystra stop any more dead magic or wild magic zones from popping up or catch those responsible for these damages to the Weave.

Whether Mystra would stop those who can harm her Chosen? This would make the goddess look like a protective mother and I doubt the Chosen would like to hear the goddess telling them "hey, this person is evil, you can't associate with them...you can't go this way for harm will befall you....". I think this would change the concept of a Chosen of Mystra, in my eyes, the Chosen are responsible for what they do, if anybody wants to kill a chosen, the Chosen are also responsible for their own deaths as their own deeds may had incited anti-Chosen fanatics to rise against them.

Vengeance is justified on righteous grounds, for righteous vengeance cannot be denied by anybody.

Nope, not the same situation. In that book (which I admittedly did not like), the issue wasn't that someone was trying to cause harm to one of her Chosen -- that's happened many, many times, without her intervention (Thay vs. the Simbul, anyone?). Heck, the battle between Alustriel and Sammaster was a Chosen vs. Chosen fight -- it wasn't until his defeat that Crazy Sammy was stripped of his Chosen status.

The issue in Elminster in Hell was that someone was trying to steal Mystra's power from one of her Chosen. That makes it very much her fight -- it was a direct threat against her, not just against one of her Chosen.

And, as I've pointed out more than once, she was slapped down for this rather painfully. Her favortism towards good magic was only ever chronicled in one novel. It was never expressed in game terms, and it's no longer an issue. I really wish people would get over it -- it was a temporary plot device, nothing else.
