I know one is personal range, 1 min/level, and has no material component, and the other is 10 min/level, material component, and is object touched, but were they really different enough that it warrented saying that drow should have veil of shadows instead of darkness? Or am I missing something?
Darkness got a major rewrite in 3.5 significantly weakening it with darkness nerfed as much as it was; my guess is that the Vail of shadows provides better cover. If you wanted to restore the original darkness to the Drow as it existed in 2e and 3.0 you would need to use deeper darkness.
Darkness and Veil of Shadows . . .
