The Council of Lords in Impiltur I assume was a sort of parliamentary government when it still had a monarch. When the last monarch died what kind of government would you say is Impiltur now? Since the Council of Lords (during 2nd Edition) were all paladins and priests of good alignment would they now be considered a Theocracy?
