IMHO really really doubtful on a lot of levels. Talisid, as the leader of a whole branch of angelic beings is on par with beings like Primus and pre-deity Asmodeus. He’s a paragon on an entire branch of alignment and the cat lord is...a lord of cats.
Also, angelic beings and their forms are probably symbolic in nature. Talisid has cat features but I doubt he drinks milk from a bowl and keeps me up meowing all night long...I digress.
Finally just mechanically speaking even in 3e, the cat lord controls cats which are beasts. He has no power over celestials.

They might have some affinity for each other. Cooperate or ally to achieve shared interests and objectives. Assuming they even like each other. One is a Good-aligned celestial, the other is a whimsical beast. And let's remember that felines don't automatically have any particular liking to other feline species they might encounter - a lion, a jaguar, and a tiger are all very different animals, they cannot peacefully share territory or resources under any normal conditions.
The Cat Lord has no power over humanoid races with feline features. Nor over planars, outsiders, and tieflings with feline features. And if he has no power over merely mortal "feline" people then he certainly has no power over immortal "feline" celestials, fiends, and deities. Imagine the Cat Lord commanding archons and rakshasas alike, just because they happen to resemble cats. |

If Talisid is subject to the Cat Lord, then the theoretical Crocodile Lord should be able to boss around Sobek and the Snake Lord has Jazirian as a butler.
Unlikely, basically. Talisid is an outsider with feline features, while the Cat Lord is just ruler of felines, not feline-like creatures. He can boss around a fiendish dire smilodon, but not a bezekira. |
