When did the Amn Council of 6 become Council of 5 in relation to the changing editions?

More importantly why did it happen and is there any modules or sourcebooks associated with it?

IIRC, this was something they did with 4e. So, the 4e books are the sources you're looking for. I don't remember any adventure, though maybe there would be something in the LFR adventures.

Instead of seeking change, you prefer a void, merciless abyss of a world...

They shed the Dahaunarch in 4E. Like most of the Realms in that edition, there was no explanation.

Uhm well the last in-depth info we got was around 1370-1371 in Lands of Intrigue and Cloak and Dagger and if you want to try and extrapolate from that two things might have happened:
- the Tessarch imprisoned in Murann died/"was suicided"/somehow lost his status and everyone else moved up in the chain and in the turmoil of the war with the Sythillisian Empire (and later with the Tlincallis) the office of Dahaunarch was never re-established ... it sounds a bit stupid to not have an appointed head of the military during a period of warfare but maybe the forces of Amn were so etherogeneous (the government army, private armies from nobles and merchants, mercenaries, Seluntie and Cyricist crusaders, ...) that the Council deemed trying to coordinate them too difficult and just gave up ... still sounds stupid ... so maybe the control of the military was given to the Meisarch or split among the Council (too much happening at once to have someone new take the reins and after the situation subsided the Council just kept going on as it was without recruiting anyone new);
- the plot outlined in Cloak and Dagger to establish a new monarchy failed maybe about at the same time as when the warfare became a war of attrition (and so no particular direction was needed for the armies), Dahaunarch Pehllus Tanislove and several of his fellow conspirators had unfortunate accidents (maybe betrayed by some other Council members that initially supported the plot) and the Council split the control of the military between themselves and didn't recruit another Dahaunarch and seeing that this worked for a while they kept the new style of Council of Five;

Still the most probable answer is that someone somewhere was too tired to count up until 6 and so they stopped the Council at five members and called it a day ...

From the 4e FR Campaign Guide:

"Amn’s Council of Five includes the Meisarch, Tessarch, Namarch, Iltarch, and Pommarch. Although these positions were once anonymously held, they now openly belong to the houses Selemchant (from Athkatla, sponsors of the Cowled Wizards), Dannihyr (from Eshpurta, secret masters of the Shadow Thieves), Alibakkar (from Athkatla), Ophal (from Crimmor), and Nashivaar (from Esmeltaran, strongly allied with the Church of Cyric), respectively.

Each of the High Houses (whose leaders make up the council) sponsors a number of smaller client houses. The mercantile cabals constantly feud, each wanting a bigger piece of the pie and working to insinuate their members into good positions. In theory, a highly successful independent house could claim a spot on the council and make it a Council of Six as it once was. Right now, about the only thing the leaders of Amn agree on is that there’s no reason to cut the take six ways."

Where the Dahaunarch went isn't explicitly stated, likely one of those loose ends left open for DMs to play with. The Emerald Cabal are mentioned as arranging accidents for merchant lords, this would be a convenient connection to make when plotting your campaign.

So best we can tell, it's a dangling plot and most likely there is a rich family that lost their rank due to nefarious circumstances and now has a vendetta?

Could be the family was destroyed, or they remain but have lost their wealth. More possibilities, with either option.

I like the idea that you young and ambitious Dahaunarch was instrumental in the former Tessarch's demise and moved up as a consequence. Given the tumult in Amn at the time, they likely didn't see a need for a new Dahaunarch.
