I'm trying to find a piece answered by Ed several years ago about a small river or stream just out of sight of waterdeep

Are you referring to the Dessarin River, to the south of Waterdeep?

Might be thinking of the Selpir... it's smaller than the Dessarin but still appears on some maps.
