As stated in the title. Its an Unearthed Arcana acting as a draft for 5e Ebberon. Its has Shifters, Changelings, and Warforged and an Artificer subclass for wizard and a dragon mark feat.
Shifters have been an official Forgotten Realms race since 4e, they were mentioned in the FRCG, and Changeling I think were a half human half doppelganger template in a FR book, I don't remember which one does anyone? Artificers can also be found in realms materials, but they're not as common as in Eberron.
Also question does a race count as canon if it was playable in a previous organized play verison of the Forgotten Realms? Is there a accurate list of canon races in FR?

Shifters and Changelings have been around since 3.5. I knew they were working on a bunch of 5e Eberron stuff, I just didn't know the specifics. |
When life turns it's back on you...sneak attack for extra damage.

Changelings aren't specified, but thier part doppelganger so they could almost be anywhere.
Certain areas have higher concontrations of Shifters, usually areas with high lycanthrope populations which have high tolerence of Lycanthropes. |

I'd personally just treat them as the stats for a doppelganger. Perhaps swap out the 2 bonus languages for darkvision.

I'd be inclined to say arcane-inclined followers of Gond are all likely to be Wizard (Artificer) and would expect the clergy of Gond to have quite a few of them.

In the official WotC version, possibly? It depends how gunshy they are about continuing to have Eberron races in the Forgotten Realms. If you check out this thread Ed Greenwood certainly seems okay with it. But if we ever receive official word, who knows? Ultimately for a D&D campaign it's up to the DM/table. I personally found the FR-specific fluff for Shifters and Warforged lacking, so I grounded both races in the Forgotten Realms much more closely. But that's obviously not necessarily canon  |
