I'm working on the kingdom my players founded in a previous campaign and i'm trying to give it the 3e FRCS presentation style while using the more thorough description of cities found in the various regional sourcebooks for the capital city.

The problem i have is that i'm at a loss with some of the city "stats" like overly long strings of "conventional/monstrous/magical/conventional/..." in place of just one government type or figuring out the Spending limits (most are changed from the basics given in the 3e DMG) or the Assets value (no clue here).

Is there in any of the sourcebooks an explanation of how they came up with those numbers? Some kind of guideline or template? I can always make stuff up but i would like to be sure that's my only option.

I've switch to using the Pathfinder Settlement guidelines (http://paizo.com/pathfinderRPG/prd/mastery/settlements.html).
Should be more or less compatible with any 3E/3.5E system.

Well, an attempt to model any possible settlement in a few tables is going to include generous amounts of hand-waving. So I'm guessing that's mostly how they came up with the numbers. But they're not bad, in my opinion... definitely good enough to be used in a pinch, or if you're not dedicated to building your demographics with great accuracy. And if you are, then you won't find your work cut out for you in any splatbook.

But if you're just asking for where the tables are, I think that's all in the 3e DMG, but sadly I don't have my books with me to check. Spending Limit is the highest price someone will pay for something (that is, anything) in that settlement. Assets is better described as the total amount of liquidity (gold, silver, gems, etc. and even barter goods) in the place, so one would be really hard pressed to even get near that amount in sales.

Wotc had cityscape that really helped out with me building and fleshing out cities for my players.
