Just a clarification on this term. When an NPC of Waterdeep is described as a watch-wizard, and it's not specified whether they're in the Watch or the Watchful Order... which is it? Or is it necessarily both?

Ah. This one I can explain.
Except for the handful of Palace wizards (you can see one of them in Ed and Elaine's CITY OF SPLENDORS novel), who would serve on patrol duty only in extraordinary circumstances, every "Watch-wizard" accompanying a Watch patrol is a (usually junior) member of the Watchful Order of Magists & Protectors, doing watch duty (so you'll sometimes read the term "duty wizard," and this refers to such people).
So they are all Watchful Order members, "serving with" the City Watch. They are not technically City Watch members - - and neither are the "duty clerics" stationed at Castle Waterdeep and the Palace (and in rare circumstances, at neighbourhood watchposts) to do healings, etc. However, fellow members of the Watch habitually treat both duty wizards and duty clerics as Watch commanders (officers), out of respect.

P.S. I paraphrased this straight from notes I took in-campaign, asking Ed (my DM) for clarifications until I was certain I'd nailed it down "right."
